On Tu B'Shvat, a mourner is permitted to lead the davening according to the Elya Rabbah and Pri Megadim. The Pri Megadim states that on days when there is no Hallel, like Tu B'Shvat, a mourner may lead the Shacharis davening.

The Taz, however, maintains that on days when Tachanun is not recited, like Tu B'Shvat, a mourner may not lead the davening. The Kol Bo writes that many people follow the Taz and that is the custom in Belz.
